The Ninja 400 is a great beginners bike. If you want a new beginner bike, Ninja 400 will be a solid choice. I think buying a used cheap bike, and then upgrading to a bigger bike soon after is a good path. I started on a Ninja 650 and feel like I would have gotten bored of a 400 or smaller really quickly.
Start bike. Bike runs at high idle ( but it shouldn't be at 6k, maybe 3-4k). Let run for about 30 sec to a minute (sometimes more) the push choke lever forward. Idle will drop (normal engine idle should be about 1200-1300 RPM's). If not then adjust the idle by using the adjuster ton the left side of bike. Good luck.
